Biography:

Mr. Foster is an experienced estate and business planner working with mid-sized to large taxable extates as well as probate and trust administration. He is also experienced in farm and ranch business planning, particularly in fruit orchard and dryland wheat operations. Mr. Foster is General Counsel for Northern Wasco County People's Utility District and is well versed in Northwest energy issues.
